On a garage slab, usually the feet. Concrete is rarely as flat as it looks, and once one leg is off the floor the drum has nothing to fight against. After that we look at suspension rods or shock absorbers, a worn tub bearing, and loads that keep collecting on one side.

Is a dryer that needs two cycles a vent problem or a heater problem?

Usually the vent. A long run out of a garage wall, a crushed section behind the machine, or a lint-packed exterior cap all cut airflow until the dryer cycles on its thermostat instead of drying. We test airflow first, because a new heating element on a blocked duct fixes nothing for long.
